Balanced Landing still grants the reduced stagger on falls when exhausted, but no, you cannot use the sprint-burst-on-landing or Dead Hard if exhausted. No, only Adrenaline ignores Exhaustion. You can't use any exhaustion perks while exhausted besides Adrenaline.
